I'm guessing that most "related projects and initiatives" from 3) (if 
not all) are exactly related because of their related 
ontology/vocabulary (thus 1) ) or their enabling technology (thus 
2) ).  As such maybe it is better to integrate 3) into both 1) and 
2), for example by adding for every ontology/voca/enabling technology 
whether there is an associated project/initiative.
