A comment:

I was rather thinking of "enabling technologies as the ones you were 
mentioning in our initial email conversation, i.e. as far as I 
remembered, you mentioned recommendation algorithms. I liked this a lot, 
but it is not mentioned anymore in what you added here.

What you list in the document so far, rather looks like a list of tools 
and APIs to write Semantic Web ontologies and applications, but not so 
much specific technologies which are missing and would be needed to 
realize them.

I'd suggest to focus on the latter. In the end, we do not want people to 
use Expertfinder data to use protege and Jena, but we want to design 
applications which solve the use caese, don't we?
