Social Networking for Emergency Alerting based on FOAF++ Expert Finding
Home owners (near a river) could maintain a FOAF page where they mark up
their e-Alert profiles/preferences etc. This could be enriched with
FOAF++
rules (i.e. profile 'facts' conditional on the kind of alert, the time,
the sender, etc.). If there is a flood up-river, 'subscribers'
down-river
would be alerted. Also, experts for preventive and repair measures could
be found in this FOAF++ way.
Such 'Risk Alerts', which are needed for flood warnings etc., could be
complemented by 'Opportunity Alerts', to tell others about some
unplanned
interesting event going on somewhere nearby.
Both kinds of alert can use similar technology but ideally run over
disjoint
networks, to avoid opportunity congestions in times of risk warnings.
The social network supported by FOAF++ should be in place well *before*
any
emergency occurs, so that the communication infrastructure is tested,
and
trust relationships have been established.
