This concept of locating experts in an emergency situation is very
interesting to me. I have also given some thought to the "expert location"
problem. My interest stemmed originally from the role that social networking
software can play in the development and operation of expert location
systems (see: http://www.ddmcd.com/expertise_management_index.html ).

One political issue I see is potential conflict between the identity of the
experts located by the system during an actual emergency and the identity of
the experts located by "local authorities." If the two are not synchronized
can problems of communication arise?
