Well, yes and no.

RDFS doesn't define a notion of schema-validity, but I think it's still 
reasonable that you might define your own for certain purposes.  A strict 
form of validity check might be "are all the classes and properties defined 
by and used in ways explicitly licensed by schema X?".  Or "are the 
properties classes defined in schema X used in ways licensed by that 
schema?".  Or some other notion of validity;  e.g. consistency with schema 
using DAML or OWL vocabulary.

I think the kind of question you need to ask may be:  is this RDF 
sufficiently complete and consistent for use by my application?  Hopefully, 
that will yield a reasonable notion of validity for your purposes.
