FWIW, my (pretty modest) hacking time over weekend went towards 
fixing the rubyrdf library that, amongst other things, gets used 
to regenerate the FOAF spec after edits. I'm in middle of 
glueing in Redland/Raptor as an alternate parser, as well as some 
bugfixes and a new rdf query engine from Damian. Once the parser's 
glued in, doing that actual spec edits should be a minimal 
amount of work (PPD and primaryTopic at least). It should also lead 
things less vulnerable to coderot and delay than they now are...
