[foaf-dev] foaf:interest seems not very useful, targeting URLs rather than URIs

Rather.

All URLs (Locators) are URIs (Identifiers), but not all URIs are URLs.
Likewise, all URNs (Names) are URIs, but not all URIs are URNs.


I still think that it's much clearer to use URNs than URLs to delineate
interests, but foaf:topic_interest (if stabilized!) does seem a  
reasonable
place to put those, without forcing other changes to existing FOAF  
files.
