[foaf-dev] New to FOAF

Hi,
I am new in the Semantic world and i need some help.
I want to make a social community combined with competency management.
And I want to encode the competencies of the community members by using FOAF.
Is there a tool, either competency-centered or easy-to-adjust,  that may help me?
Or should I encode manually.
