It's about requiring the authenticating agent to specify a higher
q-value (or otherwise indicate a higher preference as with Accept:
application/rdf+xml, */*) for the format which when it is available
will always encode triples. Otherwise the server serving the ppd might
deliver the html representation instead of rdf/xml (assuming both are
available) but it should be allowed to provide an html representation
without rdfa as long as an rdf/xml is available.
