Sorry if I wasn't clear. It's the deference between:
Verification Agents MUST support all the required formats (RDF/XML and
HTML/RDFa) and WebID provider MUST support at least one of these two.
and:
Verification Agents MUST support all the required formats (RDF/XML and
HTML/RDFa) and WebID provider SHOULD support at least one of these two.
or even perhaps:
Verification Agents SHOULD support all the required formats (RDF/XML and
HTML/RDFa) and WebID provider SHOULD support at least one of these two.
